Pennsylvania Budget Office Tabs Heuer

Steven Heuer will start Monday as Pennsylvania’s director of the bureau of revenue capital and debt, the office of budget Secretary Charles Zogby announced.

Previously, Heuer managed commonwealth grants at the state Department of Health, where he was coordinator for the maternal and child health Title V block grant program.  Heuer also served as director of public markets with Pennsylvania’s State Employees’ Retirement System, or SERS. 

The bureau analyzes revenue estimates prepared by the Department of Revenue for the budget, and throughout the year compares revenue trends with official estimates.  It prepares cash flow estimates and schedules major payments, as well as schedules and conducts the sale of bonds, tax anticipation notes and other forms of short and long-term debt, and oversees and manages the commonwealth’s capital budget process.  

In addition, the bureau manages the Redevelopment Assistance Capital Program, a debt-supported commonwealth grant program that the budget office administers.
