PFM Hires Veteran Georgia Banker Dick Layton

BRADENTON, Fla. — Public Financial Management Inc. has hired veteran Georgia banker Dick Layton as a director.

Layton, who has more than 30 years of experience in the public sector, is joining PFM's financial advisory practice in Atlanta.

Over his banking career, Layton has been lead manager on more than 250 debt financings worth over $15 billion in many parts of the country with particular focus in the Southeast.

Layton managed 180 financings worth more than $7.5 billion for state and local government agencies in Georgia. He also completed more than 20 financings totaling a par amount of more than $3 billion for the city of Atlanta and affiliated agencies.

Moore said that Layton will join senior managing consultant Michael McDonald and director Dianne McNabb in the Atlanta office.

Most recently Layton was a managing director at Robert W. Baird & Co.

Prior to joining Baird in 2009 he was with Wachovia Bank, which was acquired by Wells Fargo & Co., as well as A.G. Edwards & Sons.

Before he worked in investment banking, Layton was Atlanta's Commissioner of Budget and Planning during the late Mayor Maynard Jackson's second term and before that he was executive director of Research Atlanta Inc., a non-profit urban affairs research organization.

A native Texan, Layton received a bachelor's degree from Texas Christian University in Fort Worth and a master's degree from Trinity University in San Antonio.

Public Financial Management has been the top-ranked independent municipal advisory firm in the nation for the past 15 years. In 2012, PFM advised clients on $56.9 billion of debt issuances in 900 transactions, according to Thomson Reuters.
