Housing starts soared 12.1% to a seasonally adjusted annual rate of 954,000 in December from a revised estimate of 851,000 the previous month, the Commerce Department reported Thursday.

A recent phenomenon is the emergence of bonds with shorter call protection as funding alternatives for municipalities. However, the shorter call protection also dampens the potential upside for investors, which in turn reduces the price they are willing to pay.
