NFMA Honors MSRB and Five Individuals at Annual Conference

SANTA ANA PUEBLO, N.M. — The National Federation of Municipal Analysts presented awards to the Municipal Securities Rulemaking Board and five individuals last week, including Wisconsin state capital finance director Frank Hoadley and B.C. Ziegler & Co. director of research Ed Merrigan, during its annual conference here.

Two other individuals, Natalie Cohen, chief executive officer of National Municipal Research Inc., and Susan Dushock, a director at Bank of America Global Capital Management, received meritorious service awards. John Brodzik, research director at Allstate Investments, received a career achievement award.

The NFMA recognized the MSRB for the establishment of its Electronic Municipal Market Access, or EMMA, site, which has improved the timeliness and quality of disclosure in the muni market, the analyst group noted.

MSRB executive director Lynnette Hotchkiss accepted the award on behalf of the board.

Cohen was recognized for her work as the NFMA’s education chair, as a regular speaker at the group’s education events, and for her contributions to recent industry papers and letters.

Meanwhile, Dushock was recognized for contributions to the Southern Municipal Finance Society, including as chair and program chair, as well as her stewardship of the NFMA Sponsorship Committee.

Hoadley, who is the chairman of the Government Finance Officers Association’s debt committee, was presented with an industry contribution award.

His award said the NFMA was recognizing him for his “long commitment to raising the quality of disclosure in the municipal market.”

Merrigan received an award of excellence for his “exemplary disclosure on behalf of Ziegler issuer clients,” the NFMA said in a press release.

Bill Hogan, senior managing director of public finance at Assured Guaranty Ltd. and past NFMA chairman, said: “Ed and his team at Ziegler continue to post valuable disclosure for all of the issuers that Ziegler underwriters, and regularly host informative disclosure calls for those transactions.”

The NFMA’s career achievement award for Brodzik noted that he “supported the Chicago Municipal Analysts Society, and mentored many fine analysts. John was a pioneer in the business at Allstate and introduced many fundamental research tools that are still in use today.”
