Kaine Gives Reese More Clout

Virginia Gov. Timothy Kaine on Monday appointed deputy secretary of transportation Barbara Reese as deputy policy director for his office.

Reese worked on the public-private partnership deal last year between the Virginia Department of Transportation and Transurban and Fluor Enterprises, which gave the private investors control of the operation, maintenance, and toll collection from the Capitol Beltway HOT lanes for 75 years. In June, she worked on a $589 million private-activity bond sale to help finance the project.

Reese also has been involved in the $5.2 billion Dulles Metrorail extension project, which will be partly financed with more than $2 billion of tax-exempt bonds.

“Barbara Reese has been a critical and central member of my staff in the Department of Transportation,” Kaine said in a statement. “She will continue to lead my efforts to secure rail service to Dulles International Airport and she also brings a wealth of experience and accomplishment to her new job.”

Reese was tapped for her new role in the cabinet after working as deputy secretary of transportation since 2007. Kaine said she will continue to “lead the state’s efforts” on the Metrorail extension project.
