MSRB Announces 11 New Advisory Group Members

WASHINGTON — The Municipal Securities Rulemaking Board yesterday announced 11 market participants that have joined its issuer and investor advisory groups for two-year terms that end Sept. 30, 2011.

The advisory group members generally meet biannually and participate in multiple telephone conference calls, but do not have a vote in any board proceedings.

“The diverse perspectives of our new advisory members will enhance the MSRB’s ability to protect investors and the public interest, and promote a fair and efficient municipal market,” said MSRB chairman Peter Clarke, managing director and vice chairman of tax-exempt capital markets at JPMorgan in New York. “We are grateful for their willingness to serve the market in this role and we look forward to working with them.”

The new members of the issuer advisory group are: Dana Boone, director of cash and debt management at the North Texas Tollway Authority; Bob Donovan, executive director of the Rhode Island Health and Educational Building Corp.; Ted Fellman, executive director of the Tennessee Housing Development Agency; Jim Fuller, senior vice president and chief financial officer of the Municipal Electric Authority of Georgia; Colin MacNaught, Massachusetts’ assistant treasury for debt management; Ritta McLaughlin, the District of Columbia’s associate treasurer; and Robert Watson, assistant director for the bureau of debt management in the New York comptroller’s office.

The new members of the investor adviser group are: Richard Ciccarone, managing director of McDonnell Investment Management LLC; David Madigan, chief investment officer at Breckenridge Capital Advisors Inc.; Tahlia Meehan, managing director and team leader of the tax exempt group at Putnam Investments; Mary Jo Ochson, senior vice president and head of municipal investments at Federated Investment Management; Benjamin Thompson, founding principal of Samson Capital Advisors LLC; and Paul Toft, senior portfolio manager at Victory Capital Management Inc.

Ruth Levine, a principal and senior analyst at the Vanguard Group who is currently on the committee, will serve a second term.

The new issuer officials join the following individuals still on the issuer advisory committee: Jay Goldstone, chief operating officer for San Diego; Walter Knorr, vice president and CFO of the University of Illinois; Robert Lenna, executive director of the Maine Municipal Bond Bank; Laura Lockwood-McCall, director of the Oregon treasurer’s office; and Thomas Todorow, executive vice president and CFO of Children’s Hospital of Philadelphia.

The new investor officials join the following individuals on the investor advisory committee: R.B. “Guy” Davidson, director at Alliance Bernstein LLP; Lyle Fitterer, portfolio manager at Wells Capital Management; Fred Gaertner, senior vice president at the Chubb Corp.; Susan Heide, managing director at Blackrock; and Steve Krupa, managing director at Nuveen Asset Management.
