SIFMA’s Muni Unit Set to Honor Citi’s Frank Chin for His Service

WASHINGTON — The Securities Industry and Financial Markets Association’s municipal securities division plans to honor Citi’s Frank Chin with its 2009 Honor Roll Award at a luncheon today, in recognition of his significant contributions to SIFMA and the muni industry. 

“In his more than three decades of service to the municipal securities market, Frank’s experience spans both the issuer and underwriter sides of the business, allowing for a unique perspective on how the market has developed,” said Edward Droesch, managing director at Goldman, Sachs & Co. and chair of SIFMA’s muni securities division.

“We are pleased to honor his achievements and the many contributions he has made through his association with the municipal bond market.”

At Citi, Chin is a managing director and co-head of public finance. He has held a number of industry positions, and was a past member of the board of directors of The Bond Market Association, a predecessor of SIFMA, as well as vice chairman of the municipal division of TBMA during 2001 and chairman during 2002.

Chin later became a member of the Municipal Securities Rulemaking Board in 2005 and served as its chairman in 2008.

He began his career as a planner and analyst with the New York City Transportation Administration in 1974, and joined Smith Barney, Harris Upham & Co.’s public finance department four years later. During his career at Smith Barney, now Citi, Chin has overseen various areas, including infrastructure and transportation finance, refundings, and airports.

Chin became head of the public finance department in 1993. He earned an MBA from the Harvard, a masters degree in civil engineering from the Massachusetts Institute of Technology, and a bachelor’s degree in civil engineering from the Cooper Union for the Advancement of Science and Arts.

Previous recipients of the honor roll award include Robert Foran, former senior managing director and head of Bear, Stearns & Co.’s public finance department; Daniel Keating, chief operating officer at Samuel A. Ramirez & Co.; Christopher “Kit” Taylor, former chair of the MSRB, and Roger G. Hayes, former managing director of Banc of America Securities LLC.
