Standard & Poor's Ratings Services said it lowered its underlying rating (SPUR) to A from A-plus on Cook County School District No. 157 (Hoover-Schrum), Ill.'s general obligation debt outstanding.

Massachusetts won The Bond Buyer's 13th annual Deal of the Year award Thursday night for its issuance of MassDirect notes.

The Bond Buyer’s 20-Bond GO Index of 20-year general obligation yields dropped to its lowest level in at least six months as it fell 11 basis points in the week ended Dec. 3 to 3.83% from 3.94% in the previous week.
