Tsilas Rejoins Ballard Spahr at D.C. Office From IRS

WASHINGTON Vassiliki 'Vicky' Tsilas has rejoined Ballard Spahr Andrews & Ingersoll LLP at its office here, after serving the last four years in the chief counsel's office of the Internal Revenue Service.

Tsilas, who was an associate at Ballard Spahr before working for the IRS, returns to the firm as counsel in its tax group and public finance department.

"Vicky is a highly respect tax lawyer, both inside and outside the [IRS]," said Frederic L. Ballard Jr., who heads up Ballard Spahr's tax group. "We are delighted to have her back with the firm."

As an assistant branch chief of the IRS' financial institutions and products division, Tsilas worked on regulations regarding payments in lieu of taxes, guidance for provisions involving research agreements, and proposed regulations for Circular 230 as it pertains to tax-exempt bonds.

In addition, she was chosen to serve as the chief counsel's representative to the IRS' tax-exempt bond focus group, which provides recommendations to IRS agents dealing with complex bond issues.

In 2005, Tsilas was given the chief counsel performance award for outstanding service.
