Puerto Rico said its general fund expenditures for the first quarter of fiscal 2012 (July through September) were $1.86 billion, 1% below amounts budgeted.

The commonwealth, in its quarterly budget review, said its Office of Management and Budget is monitoring payroll-related costs, which constitute a large portion of the budget.

A report issued by the OMB also said that health and public safety, as the principal areas of budget risk, are drawing scrutiny from special budget control groups.

According to the report, changes in federal funds receipts also need monitoring, especially as they relate to Medicaid and other health sector grants.
