Scott Andreson to chair the NFMA among other new roles

WASHINGTON —Scott Andreson, director of Fixed Income at American Family Insurance in Madison, Wis., will chair the National Federation of Municipal Analysts in 2019.

NFMA announced Andreson and its other new officers in a release this week. Andreson replaces Mary Francoeur, a managing director at PFM Financial Advisors LLC. Francoeur will remain on the Executive Committee of the NFMA as immediate past chair, according to a press release.

Andreson manages, trades and analyzes over $5 billion of tax-exempt and taxable municipal securities. Previously, he served the NFMA as vice chair, treasurer, secretary and chaired the Membership, Finance, Education and Annual Conference Committees.

Scott Andreson will take on issuer disclosure as new chair in 2019.

Nicole Byrd, senior investment professional at Nationwide Insurance, will be the group’s vice chair in 2019 and will co-chair the Industry Practices and Procedures Committee and chair the Membership Committee. Byrd previously served as treasurer and secretary, and chaired the Finance and Education Committees.

Anne Ross, principal consultant at Muni Credit & Compliance Advisors LLC, will be treasurer. She will also be chair of the Finance Committee. Ross and Byrd co-chaired the group’s efforts to update its recommended best practices in disclosure for states and local governments.

Ross previously served as chair of the Education and Annual Conference committees. She also has been co-chair of the Introduction to Municipal Bond Credit Analysis and is active in NFMA’s relationship with the Governmental Accounting Standards Advisory Council.

Rachel Barkley, vice president in the Analytical Services Division of Loop Capital Markets, will become secretary. She will continue to serve as Education chair and as Advanced Seminar co-chair.

Established in 1983, NFMA has nearly 1,400 members consisting mostly of primary research analysts, who evaluate credit and other risks in the muni market.
