San Bernardino Appoints New City Managers

LOS ANGELES— The San Bernardino, Calif. City Council approved plans over the holiday week to have two new interim city managers serve consecutively as the city works to extract itself from bankruptcy.

Police Chief Jarrod Burguan was appointed interim city manager from Jan. 1 until early February. Mark Scott, who is retiring as Burbank's city manager, will step into the role on Feb. 8.

The City Council approved the changes at their Dec. 21 meeting.

"I am confident that this decision will help stabilize the city as we transition between management and continue forward with the implementation of San Bernardino's Recovery Plan," Mayor Carey Davis said in a prepared statement. "Both leaders exhibit the ability to properly lead the organization toward achieving the goals set in the Recovery Plan."

Scott has worked as a city manager for more than 35 years, most recently as Burbank's city manager for the past two years. He also worked as Fresno's city manager for three and a half years and was the longest tenured city manager in Beverly Hills' history.

Scott earned a bachelor's degree in political science from Fresno State University, and an MBA from the Stanford University Graduate School of Business.

He currently lives in Burbank, but plans to move to San Bernardino.

Allen Parker, the city's current city manager, resigned in November, effective Dec. 31.
