Muni Vet Paquin Named to California Controller's Staff

LOS ANGELES — New California Controller Betty Yee's latest senior staff picks include municipal bond industry veteran Lynn Paquin.

Paquin, who has worked as an executive vice president at George K. Baum & Co. since 2005, was appointed Tuesday as senior financial advisor in the controller's office

Paquin managed the California public finance practice at George K. Baum.

Prior to that, she was a vice president at Caldwell Flores Winters, Inc., where she was a financial advisor to more than 100 California school districts, and has also worked as an education consultant at MGT Consulting.

Paquin is involved in state and local education associations, including the California School Board Association, California Association of School Business Officials, Association of California School Administrators, and the American Lung Association in California.

She started her career as a newspaper reporter for the Lodi News-Sentinel and the Sacramento Bee. She holds a bachelor's of science degree from Boston University in journalism and a master's in public policy and administration from Columbia University.

Democrat Yee defeated Republican Fresno Mayor Ashley Swearingen in the November race to replace the termed-out John Chiang, who was elected treasurer. Yee and Chiang were sworn in Monday.

Evan Goldberg was named Yee's deputy controller for Legislative Affairs.

Since 2007, Goldberg has worked as the Chief Deputy Secretary of State under former Secretary of State Debra Bowen. Prior to that, he served as Bowen's chief of staff, first in the Assembly for six years and then in the Senate for eight years, where he also served as the policy and staff director to several legislative committees. Goldberg began his career as a radio reporter and anchor after graduating from San Francisco State University with a B.A. degree in Broadcast Communication Arts.

Yvette Stowers will serve as deputy state controller for taxation. Since 2008, Stowers had worked as a tax consultant expert for Yee in the controller's former position on the state's Board of Equalization

On Monday, Yee announced the appointment of Karen Greene-Ross, an attorney who worked for the High Speed Rail Authority, as chief of staff; Nicole Winger as deputy state controller for communications; and Becca Doten, as assistant deputy state controller in Yee's Los Angeles office.
