Ellicott, N.Y., Upgraded to A-Minus by S&P

Standard & Poor's Ratings Services said it raised its long-term rating on the town of Ellicott, N.Y.'s general obligation public improvement bonds, series 2008 to A-minus from BBB-plus.

The outlook is stable. 

"We base the upgrade on our view of the town's stable budgetary performance, which has led to an improved available reserve position," said Standard & Poor's credit analyst Timothy Daley.
