Moody's Investors Service said it has upgraded to Aa3 from A2 the issuer rating assigned to the city of Dickson, Tenn.
The upgrade to Aa3 reflects the city's recently improved financial position, moderate and stable tax base favorably located near Nashville, and manageable debt burden with limited future borrowing plans.
The upgrade also reflects a correction to the city's tax base data, which was previously incorrectly entered into Moody's database.
There is "a lot of nervousness in the Treasury market right now" ahead of the FOMC meeting, said Tim Iltz, fixed income credit and market analyst at H.J. Sims. That nervousness helped the 10-year UST hit 5% on Monday.
At stake is at least a $5.9 billion contract and the stability of electrical provision on the island.
