Blue Rose acquires Cityview, hires Gruer

WASHINGTON – Minneapolis-based Blue Rose Capital Advisors has acquired the assets of Cityview Capital Solutions in New Jersey and hired its co-founder, Sam Gruer, as a managing director to head an office on the East Coast.

Blue Rose is a financial advisory firm that provides municipal advisory services and consulting on debt, derivatives, and reinvestment for education, health care, nonprofit, corporate and government sectors. It specializes in higher education institutions.

The firm is registered with the Securities and Exchange Commission and Municipal Securities Rulemaking Board as a municipal advisor. It has offices in Chicago, Columbus and Denver, and now Roseland, N.J.

Blue Rose is led by Johan Rosenberg, former owner of Sound Capital Management in Eden Prairie, Minn.

Gruer has over 30 years of experience in the municipal market as a banker and financial advisor. At Blue Rose, he will assist clients with debt, swap, and reinvestment transactions.

Before joining Blue Rose Gruer, was a managing director at Cityview, which he co-founded with Matt Roggenburg in 2008. Prior to founding Cityview, he was director of derivative structuring at Deutsche Bank and was responsible for managing the firm’s Midwest client base and housing sector transactions.

Earlier he was a co-founder of JPMorgan Securities tender option bond program and municipal reinvestment business. He also headed of new products for the municipal securities division at Prudential Securities.

He also worked as a banker in the municipal finance departments at both Goldman Sachs and Morgan Stanley.

Gruer has a BA in electrical engineering from the Massachusetts Institute of Technology.
