The latest career moves after UBS and Citigroup's munis exit

Citi's exit from the municipal bond market in December 2023, and UBS's exit from the negotiated underwriting business in October 2023, have inspired many firms, from Piper Sandler to Huntington National Bank, to scoop up talent from the two organizations, seeing an opportunity to expand their own business.

The changes that have occurred in the municipal bond industry "are leaving issuers with fewer choices for bond underwriters with significant balance sheets," said Kenneth Gambone, TD Securities' head of public finance. TD recently hired Andrew Nakahata, former head of UBS' western public finance region, to lead its expansion efforts on the West Coast. TD had $2.4 billion in municipal bond underwriting in 2023, according to LSEG. 

Growing TD's underwriting business should be easier than it was for UBS, because the exit of the two large banks will likely mean underwriting pool slots will open up more quickly, Nakahata has previously said.

TD is comfortable expanding in public finance, while others have been contracting, because the firm "has a very strong risk management culture and understands the inherent risks associated with the municipal and not-for-profit sectors," Gambone said. "The current market needs another large highly rated financial partner in municipal finance to help taxable and tax-exempt debt issuers diversify and to support effective bond underwriting and TD embraces this opportunity to expand."

At Piper Sandler, the firm recently hired Ryan Hallam, who spent nearly three decades at Citi, as a managing director and co-head of high-yield trading on Piper Sandler's fixed-income team. "We look forward to the positive impact Ryan will bring to the fixed income group," said Kyle Javes, head of underwriting and specialty finance at Piper Sandler, in a statement. "His expertise and deep product knowledge will strengthen our municipal team as we continue to build and expand our coverage across municipals."

Piper Sandler joins other firms in bringing on former employees from Citi: Jefferies hired around 10 health care bankers before Citi's exit. Following the closure of Citi's muni division, former employees have been hired by BofA Securities, RBC Capital Markets, Morgan Stanley, J.P. Morgan, Raymond James, Barclays, 16Rock Asset Management, Truist Financial Corp., Ramirez & Co., Loop Capital Markets and Huntington National Bank, which hired Citi's entire Midwest public finance banking group, with Samantha Costanzo being named head of public finance.

Costanzo and her team offer Huntington a chance to expand more deeply into public finance and to do what it already does with a greater degree of sophistication, said Matt Milcetich, executive managing director of Huntington Capital Markets.

TD Securities hires former UBS banker in West Coast expansion

TD Securities has hired Andrew Nakahata, former head of UBS' western public finance region, to lead its expansion efforts on the West Coast. The bank has been building its California public finance business for six years and recently opened an office in San Francisco.

"I am really excited to work with the public finance team they have built and to help them grow," Nakahata told the Bond Buyer's Keeley Webster.

Nakahata's addition expands TD's public finance team to nine people, with the other eight based in New York.

Piper Sandler hires Citi's Ryan Hallam

Ryan Hallam, who spent nearly three decades at Citi, was hired as a managing director and co-head of high-yield trading on Piper Sandler's fixed-income team. Hallam will handle high-yield muni sales and trading, focusing on large institutional accounts.

"As we look to grow our market share in the municipal industry, Ryan's tremendous experience and strong relationships will enhance our capabilities and make us much more well-rounded," Jon Allen, head of fixed income trading and risk at Piper Sandler, said in a statement. "He will immediately expand our coverage of institutional accounts, which is highly complementary to our public finance efforts."

The news comes as the market contemplates the loss of Citi's secondary market-making presence, particularly in the high-yield space.

Joseph Narens, Stifel

Stifel hires former Citi HY trading head

Joseph Narens was hired by Stifel to oversee the firm's institutional high-yield trading across its municipal securities business line.

Prior to joining Stifel, Narens spent 10 years at Citi, most recently as the head of high yield municipal trading and credit analytics. He previously worked at PIMCO for five years, where he held positions in municipal credit research and portfolio management.

"With the shifting landscape in primary market volume, we are acutely focused on providing the buy-side more ideas and added liquidity," said Stifel's Head of Municipal Capital Markets Betsy Kiehn in a statement. "The opportunity to add Joe enhances our municipal platform by bringing expertise to better position our primary market high-yield pipeline and connect with customers in the secondary market."

Former Citi banker Samantha Costanzo now leads public finance at Huntington

Citi's entire Midwest public finance banking group is now at Huntington National Bank, with Samantha Costanzo being named head of public finance, only the fourth woman to lead a municipal banking division in the industry. She will be based in Chicago.

Jurl Vinegar and Rupi Jain are also joining as director of public finance and associate of public finance, respectively.

"I really loved the idea of having the opportunity to bring this Midwest-focused bank to my clients and be able to offer best-in-class banking coverage and services; best-in-class execution on the underwriting desk; and also bring these great banking products, lending capabilities, and the full services of the bank to the table, as well," Costanzo told The Bond Buyer. "Having the ability to coordinate all of those resources and tell that story to my clients was really appealing to me."

Former UBS bankers brought on to help Cabrera Capital Markets expand

Shawn Dralle, Shawnell Holman and Chris Bergstrom were hired by Cabrera Capital Markets and together, bring more than 75 collective years of investment banking experience. Previously, they were at UBS.

The hires are part of Cabrera Capital's nationwide growth, with Dralle working out of Los Angeles as managing director and head of West Coast public finance, Holman based in Houston as executive director and Bergstrom taking the new head of public transportation finance position in New York, the firm said. 

"Our goal in public finance is to be smart and calculated regarding our growth," Mario Carrasco, the firm's managing director and head of public finance, told The Bond Buyer. "[Last year] was the firm's best year in public finance by a large factor, and we will leverage this by building on and expanding our sector focus."
