Oklahoma District Scales Back Bond Request

The Washington County, Okla., Independent School District No. 30 will ask voters on Aug. 28 to authorize $12.7 million of general obligation bonds, after a $49.5 million bond referendum failed in February.

Superintendent Gary Quinn said the request will cover the district's most urgent needs over the next seven years.

A larger bond referendum to finance a restructuring of secondary schools may go to voters in early 2013, the superintendent said.

The district is located 75 miles north of Tulsa. It includes the city of Bartlesville.

The total request includes $11.6 million for facility and technology needs, with $1.1 million allocated to new vehicles.

The biggest project is a $2.5 million expansion of an elementary school to replace temporary classrooms.

The district's $30 million of outstanding GO debt is rated AA-minus by Standard & Poor's and Aa2 by Moody's Investors Service.

The district has 6,000 students. Oklahoma state aid to the district dropped to $16.3 million in fiscal 2012 from $18.5 million in fiscal 2009.
