BOISE, Idaho — North Idaho Rep. Heather Scott's bill to limit repeat bond elections after voters reject them squeaked through the Idaho House on Thursday with a 37-32 vote.
"This is a very aggressive tactic, and the voice of the voter appears to be almost ignored," Scott argued.
Opponents of the bill said it could do serious harm to school districts facing an emergency, such as a collapsed roof, unsafe facilities or a fire.
"It concerns me there is no tie back to emergencies here at all," said Rep. Ryan Kerby, R-New Plymouth, whose school district struggled to pass a bond after a school burned down.
Rep. Paul Amador, R-Coeur d'Alene, said, "I'm concerned we're losing faith in our elected officials at the local level. I'm also worrying we're starting to question the will of voters."
To become law, Scott's bill still would need to clear a Senate committee, pass the full Senate and receive the governor's signature.
