Raimondo Names DiBiase, Womer for R.I. Administration, OMB

Rhode Island Gov.-elect Gina Raimondo has nominated Michael DiBiase for director of administration, subject to state Senate confirmation, and Jonathan Womer to lead her Office of Management and Budget.

DiBiase is a 14-year executive with Fidelity Investments and former chief of staff and director of policy and legislative affairs under Gov. Lincoln Almond.

Womer, a former deputy director in the North Carolina office of budget management, is now an associate vice president for finance and economic analysis for the University of North Carolina system, which has an annual budget exceeding $9 billion across 17 campuses.

DiBiase currently serves as Senior Vice President for State Government Relations and Public Affairs at Fidelity, overseeing state and local government relations for the financial services company. In this role, DiBiase is responsible for government relations, public affairs and community relations at Fidelity's ten regional facilities, including Smithfield, Rhode Island, as well as at its headquarters in Boston.

Before his state government service, DiBiase was a practicing attorney in Providence for more than 10 years. A graduate of Boston College and the University of Pennsylvania Law School, DiBiase lives in Narragansett with his wife, Janice Devitt.

Womer previously served in several capacities in North Carolina state government, including chief information officer, deputy director for management and assistant state budget officer and as an analyst in OMB for the executive office of the President. Womer earned his bachelor's degree from Duke University and two master's degrees from the University of Michigan.

Raimondo, the state's outgoing general treasurer, will take office Jan. 6.
