The New York City Department of Housing Preservation and Development issued a request for qualifications that seeks experienced nonprofit and for-profit organizations to rehabilitate and manage occupied or vacant buildings.

According to Commissioner Maria Torres-Springer, the RFQ reflects the city's effort to transfer ownership of city-owned and foreclosed properties back into the private sector and make more safe and affordable housing opportunities available for New Yorkers.

Mayor Bill de Blasio's affordable housing initiative calls for creating and preserving 200,000 affordable units across the five boroughs over 10 years.

Through the request for qualifications, said Torres-Springer, HPD seeks to attract a diverse group of sponsors to acquire, rehabilitate and manage multifamily buildings.

Eligible respondents will go on a pre-qualified list for the department's third-party transfer and multi-family preservation loan programs.
