Keith Richard has joined Siebert Brandford Shank & Co. as Managing Director and will lead the Texas region, the firm announced on Monday.

A 19-year veteran of the municipal bond industry, Richard will be based in SBSCO's Houston office.

He was most recently an Executive Director at Morgan Stanley, where he re-opened the firm's public finance office in Houston. While at Morgan Stanley, he managed several major financings, including a $500 million deal for the City of Houston Airport System, transactions totaling over $600 million for the Houston Independent School District. He also served as a senior banker on financings for the City of Dallas and the Dallas Independent School District.

Previously, Richard worked as a Director at Bank of America Merrill Lynch and as a Vice President at Lehman Brothers. He began his career at SBSCO as an Analyst, Associate and Vice President.

"We are thrilled that Keith will be coming back to SBSCO, where his career began," SBSCO Chairwoman and CEO Suzanne Shank, said in a press release. "He will bring with him his impressive record of accomplishment in the municipal bond underwriting field and will help lead the way in bringing new opportunities for growth to our firm. Our nation faces a $1 trillion infrastructure funding gap and the need for investment in this field is greater than ever."

The firm said Richard will be an asset to the company.

"The Texas market has been and will continue to be a critically important market for the firm," said Gary Hall, National Head of Public Finance - Investment Banking. "Keith is extremely talented and his broad and extensive experience in the field will provide the kind of leadership our clients expect and deserve. We welcome him aboard."

Richard said he was looking forward to his return.

"I am so happy to be returning to SBSCO, where my career started and where I really learned the business," Richard said. "Joining a preeminent firm with such top-tier talent is an exciting challenge and I know we will enjoy continued success."

Siebert Brandford Shank was co-founded in 1996 by Shank, who is now majority owner of the firm, and the late Muriel Siebert, who was the first woman to own a seat on the New York Stock Exchange. It is the nation's only majority woman-, African-American-, and Latino-owned investment banking firm.
