Harrisburg, Pa., Receiver to Speak at Widener Law Program

Widener University School of Law released the schedule for its April 14 program on municipal distress at its Harrisburg, Pa., campus.

“Bankruptcy and Beyond: Solving the Problem of Municipal Financial Distress” will run from 8 a.m. to 4 p.m. and feature several panel discussions.

State-appointed Harrisburg receiver William Lynch will deliver the keynote speech from 11:45 a.m. to 1:15 p.m. Lynch’s predecessor as Harrisburg receiver, David Unkovic, will speak on the first panel of the day.

The panel schedule is as follows:

8:30 a.m.: Opening address by Jarad Handelman, first executive deputy general counsel to Gov. Tom Corbett.

9 a.m.: Financing municipalities, a panel that includes Unkovic.

10:15 a.m.: Pensions and other hot topics in Chapter 9 cases.

11:45 a.m.: Lynch luncheon address.

1:15 p.m.: “What is Unique About a Chapter 9 case? The Judges’ Point of View,” panel featuring U.S. Bankruptcy Court Judges Mary France, who dismissed the Harrisburg City Council bankruptcy petition in November 2011 and Thomas Bennett, who oversaw the Jefferson County, Ala., bankruptcy case.

2:15 p.m.: Beyond Financial Restructuring: The Future of Today’s Distressed Municipalities.

“This conference will provide a unique opportunity for nationally recognized scholars in a variety of areas related to municipal financial distress to exchange ideas with professionals involved in Harrisburg’s recovery,” said Widener bankruptcy law professor Juliet Moringiello, who is coordinating the program.
