Phoenix’s newest five-year capital spending program calls for expenditures of $2.8 billion through 2017, down from $3.2 billion in the 2011-2016 span.
The council is expected to adopt the revised capital plan in June.
Proposed spending includes $624 million for the water utility system and $164 million for airport projects.
Capital projects include four new libraries, two fire stations, upgrades to police and fire facilities, and numerous street and drainage efforts.
City officials said spending will drop as many large projects are expected to be finished over the next five years, including the connection of the airport’s transportation system to a new light rail line.
