On Wednesday South Carolina became the final state to complete a fiscal 2013 budget.
The South Carolina House and Senate passed a budget on June 28. The new fiscal year began on July 1 without an adopted full-year spending plan because Gov. Nikki Haley had not approved the budget. Instead the state government had been funded on a continuing resolution.
On July 6 Haley vetoed 81 items in the $6.7 billion budget. The cuts would have amounted to $68 million.
However, on Tuesday and Wednesday the House and Senate reconvened to consider overriding the vetoes. The two chambers needed to muster two-thirds majorities to override the vetoes. Both legislatures had to override for the overrides to be valid.
Both bodies voted to override vetoes on money for an arts commission, rape crisis centers, and for a teachers’ pay increase. The legislatures also voted to restore money for a coastal research center.
With the completion of the override votes, South Carolina now has a completed fiscal year 2013 budget.
