New Water Czar Tapped

The Georgia Environmental Finance Authority announced Friday that Kevin Kelly will be the new Water Resources Division director.

He replaces Beverly McElroy, who is retiring.

“The Water Resources Division has helped hundreds of communities throughout Georgia finance drinking water and water quality projects,” said GEFA executive director Kevin Clark. “We are pleased to have Kevin as our new Water Resources Division director.”

Kelly previously served as senior program manager for the division, managing the GEFA’s water supply program, coordinating funding for the implementation of Georgia’s comprehensive state water plan, and directing the state revolving fund water infrastructure loan program.

Kelly also facilitated the authority’s role with the governor’s water supply program, which will provide bond financing for various kinds of drinking-water projects.

Before coming to the GEFA, he worked for the Georgia Environmental Protection Division, where he served as a policy and planning adviser on energy issues.

Kelly received a bachelor’s degree from Earlham College in Richmond, Ind.
