A bill introduced to the Ohio House last week seeks to build the rainy-day fund by capping at 25% the amount that can be transferred to the general fund.
The bill, sponsored by Republican Rep. Terry Blair, comes after the state drained nearly all of its $1 billion rainy-day fund to balance the 2010 budget.
The bill would also prohibit the state from approving a budget that would use more than 97% of general fund revenue receipts from the previous two years.
"The present budget methodology simply does not encourage the necessary discipline to review and prioritize spending," Blair said.
