Ex-Citigrouper Hartman Joins RBC in Dallas

DALLAS — RBC Capital Markets has hired former Citigroup director Doug Hartman as primary banker representing the North Texas Tollway Authority and the Texas Department of Transportation.

As managing director for municipal finance, Hartman will be based in Dallas. He also worked in Dallas at Citigroup. Before that, he worked eight years with First Southwest Co. as senior vice president. He also previously worked as a senior managing consultant with Public Financial Management in Austin.

“His breadth of experience, client relationships, and knowledge of the Texas market will be of great benefit both to our municipal finance business generally and to our clients in Texas,” said Chris Hamel, head of municipal finance for RBC.

RBC has ranked as top senior manager for municipal bond deals in Texas for 10 years, according to the firm. The company maintains a full-service municipal trading and underwriting operation in Dallas. With 12 offices and more than 200 employees in the state, RBC’s Texas franchise is the largest in the firm’s municipal markets group.

“RBC’s depth of experience in Texas public finance, combined with a stable platform able to provide any service or product a municipal client may need, makes RBC an ideal home for a banker with my background,” Hartman said.

He will work with other large transportation systems and authorities in Texas, RBC said, and will work to expand the firm’s large-issuer investment banking practice.

He will also assist the firm in furthering its offering of balance sheet capabilities, including the use of municipal products, public funds investments, credit products, and other tools available through the extensive RBC platform, the company said.
