Clingman Is New Fiscal Chief

Gov. Brad Henry has named Michael Clingman, secretary of the Oklahoma State Election Board, as director of the Office of State Finance. He will succeed Tony Hutchison, who resigned the post earlier this year.

Clingman will oversee the agency that provides budget and policy support to the governor. OSF also manages state revenue matters, reviews and processes state payroll and vendor claims, conducts gaming-compliance reviews, and oversees state information systems.

Clingman, a Democrat, will probably lose his post with the Election Board when the new Republican majority in the state Senate takes office in January. The majority caucus in the Senate selects the head of the board, which requires Senate confirmation.
