Muni Minute: Crunch time for Illinois

Time’s almost up for Illinois state lawmakers and the governor to come up with a budget plan that all can live with as the spring legislative session ends this week. A rating downgrade is in the cards if the different sides can’t reach agreement before the start of the next fiscal year.
