Good morning. I'm Mike Ballinger, Publisher of the Bond Buyer. My pleasure to welcome you to the CDIAC pre-conference workshop navigating the challenges of borrowing and credit in the post pandemic economy. We're delighted this event is in person after two years of virtual conferences CDIAC has put together an outstanding program in addition to excellent panels. We're delighted that California State Treasurer Fiona Ma will speak of both the CDIAC and Bond Buyer conferences today. Bond Buyer's partnership with CDIAC is in its 21st year and both parties have have benefited as a result. CDIAC reputation has provider of educational programming has encouraged California issuers to attend the Bond Buyer annual conference kick off the CDIAC. Pre-conference my pleasure to introduce Robert Berry, Treasuer Fiona Ma appointed Robert the position of Executive Director of CDIAC in January 2020 prior to his appointment. And since joining CDIAC in late 2010 he served as deputy executive director. In addition to his operational administrative direction of CDIAC education data collection research functions. Robert has assisted CDIAC research team conceptualizing and carrying out some of its most extensive research projects. He was also instrumental in development in adoption of CDIAC first ever set of regulations ushering the treasurer's first data transparency site debt watch. Please join me in a warm welcome for Robert ferry.

Thank you very much Mike, this is CDIAC's 21st pre-conference and our very first in person educational event since the onset of the pandemic. We're very grateful to the bond buyer for our longstanding partnership and can't think of a better way to mark our reemergence to in person programming than to be here in Los Angeles at the 32nd California public finance conference. Good morning everyone on behalf of CDIAC our chairperson treasurer Fionama and our entire CDIAC team. Thank you for joining us this morning for our pre-conference program navigating the challenges of borrowing and credit in the post pandemic economy. I'm Robert Barry executive director of CDIAC. So, here we are in the midst of inflation we haven't seen since the early eighties stubborn global supply chain disruptions labor shortages serious political geopolitical instability and the fed raising rates with the hope of a soft landing all of this as we emerge from a global health crisis no less. It is as if the unprecedented and extraordinary has become ordinary. At the same time the demand for public services has not waned and our state's infrastructure gap has not substantially narrowed. In fact it has widened and changed course in many respects. How are issuers and public finance professionals planning for or planning around these operational and capital improvement challenges and how are they how are their financing approaches changing to navigate the risks and extraordinary economic conditions this morning our presenters are ready to shed some light on these questions and share their approach to these challenges. We have a very full agenda this morning. Our first stop on our three hour tour will be an economic outlook to set the macroeconomic foundation for the discussion to follow then because we know that the macro conditions affect different sectors differently and each sector has distinct challenges. We've assembled three sector specific panels each with very experienced issuers and market professionals. As our guides we have a scheduled 10 minute break between our session two and three and at about 10:40. And, also we've planned a few minutes at the end of each of the panel discussions for a few questions angel Hernandez the deputy executive director of CDIAC and I and Kelly joy will be working the mic with you all. So, please wait for the microphone.
