Oklahoma's Senate leader is calling for a fuel tax increase in addition to a $1.50 per pack fee on cigarettes to rebalance the state budget after a state Supreme Court ruling that struck down the cigarette fee.

Personal tax receipts plunged 11.6% as investors held off on transactions anticipating tax reform in Washington, State Comptroller Tom DiNapoli said.

Moody's Investors Service cited underperforming revenues and low pension funding levels.
