The Fed is carefully preparing its plan for removing the unprecedented economic stimulus at the appropriate time, Federal Reserve vice chairman Donald L. Kohn said yesterday.

Communications became important after short-term rates were effectively lowered to zero in December 2008, Kohn told an audience at Carleton University in Ottawa, according to a text of his remarks released by the Fed.
