LOS ANGELES — Some California cities and counties acting as the successor agencies to their former redevelopment agencies defied last Friday’s deadline to hand over millions of dollars to the state.

Some cities, like Santa Ana, are refusing to hand over to the state money from the remaining affordable housing funds of their defunct redevelopment agencies.
