PFM Adds Mary Francoeur to Its Transportation Team

The PFM Group added Mary Francoeur, who has spent the last eight years at Assured Guaranty.

Francoeur, has joined the firm in its New York location and brings over 30 years' experience serving public finance clients, specializing in infrastructure and transportation projects, according to a PFM press release Monday.

She will join the Public Financial Management, Inc./PFM Financial Advisors LLC transportation team as a managing director to serve clients nationally.

"Adding Mary to the team highlights our commitment to transportation clients, deepening our knowledge of traditional and innovative funding options for much-needed projects nationwide," said David Miller, managing director and head of PFM's national transportation finance practice.

As the nation's leading financial advisor to transportation clients including airports, state departments of transportation and highway agencies, mass transit, seaports and toll facilities, PFM has helped raise more than $78.2 billion in capital since 2011.

Francoeur served as a managing director for Assured Guaranty for the past eight years and eight months, where she was responsible for managing business development, underwriting due diligence and credit analysis, and transaction negotiation for infrastructure project finance and utilities, including public-private partnerships and projects using multi-lateral agencies, in the Americas. Before that, she worked at FGIC, Moody's and the Port Authority of New York & New Jersey.

She is active in the National Federation of Municipal Analysts, the Municipal Analysts Group of New York, the Board of Governors of the Municipal Forum of New York, and the South Orange-Maplewood Adult School and is a founding member of the Board of the Northeast Women in Public Finance.
