Basehor, Kan., Upgraded to AA by S&P

Standard & Poor's Ratings Services said it raised its long-term rating on Basehor, Kan.'s general obligation debt one notch, to AA from AA-minus.

At the same time, Standard & Poor's assigned its AA rating to the city's series 2015 GO improvement bonds.

The outlook is stable on all ratings.

"The upgrade reflects our view of the city's sustained strong budgetary performance and very strong budgetary flexibility, coupled with enhanced financial management practices that we consider strong," said Standard & Poor's credit analyst Oscar Padilla.

A pledge of the city's full faith credit and resources and an agreement to levy ad valorem property taxes without limitation as to rate or amount secure these bonds. Proceeds will be used to finance capital improvement projects.

The city, with an estimated population of 5,086, is in Leavenworth County in the Kansas City metropolitan area, which is considered broad and diverse.
