New Orleans Council Begins Budget Review

New Orleans City Council began its review Wednesday of Mayor Mitch Landrieu’s proposed budget for 2013 with a slate of non-controversial agency requests.

Dozens of agencies and departments will brief the council through next week.

The review of the $491.4 million spending plan and operating budget is scheduled to end Nov. 16, with a council vote on the 600-page measure set for Nov. 30. The budget for next year must be adopted by Dec. 1.

Deliberations on the budget included an overview of city grants to a nonprofit groups and budget presentations from the Historic District Landmarks Commission and Vieux Carre Commission.

The city budget does not list expenditures for individual municipal programs by agencies.

The proposed spending by each department includes a personnel budget for payroll costs and a separate operational proposal for all departmental functions.

New Orleans plans to issue $40 million of general obligation bonds from a 2004 authorization, with most of the proceeds dedicated to street maintenance efforts in 2013.

The total 2013 city budget of $835 million includes $344 million of state and federal grants.
