PAR Against Looser Limits

The Public Affairs Research Council said last week it opposes Louisiana Gov. Bobby Jindal’s plan to loosen constraints on two constitutionally protected state funds. The nonpartisan group said the bills being considered by Senate and backed by Jindal would “postpone the difficult decisions facing budget ­makers.”

Jindal wants to allow the use of the budget stabilization fund if federal funds are decreased from the previous fiscal year.

The governor also supports legislation that would provide for the payment of operating expenses from the interest accumulating in the Education Quality Support Fund.

PAR president Jim Brandt said the group supports limited changes in the school fund, but only if the principal is not touched. The curbs on the rainy-day fund should remain in place, he said.
