Oregon SD Outlook Revised to Stable by S&P

Standard & Poor's Ratings Services said it revised the outlook to stable from negative on Columbia, Multnomah & Washington County School District No. 1J (Scappoose), Ore.'s debt outstanding.

Standard & Poor's also affirmed its A-plus school issuer credit rating and its AA-plus enhanced long-term rating on the district's series 2009 bonds.

"The outlook revision reflects our view of the district's improved financial position, as demonstrated by two years of surpluses and a balanced budget for fiscal 2013," said Standard & Poor's credit analyst Jen Hansen.

The ICR reflects the district's: Portland-area economic base, which shows favorable income and wealth indicators; stable weighted average daily membership, which drives operating revenues under the state funding framework; and low debt burden.
