Edward K. "Ned" Flynn, a municipal banker for more than 30 years, died unexpectedly on Monday night at age 60.

Flynn's death was confirmed by colleagues at Jefferies LLC, where he spent the last eight years as an investment banker and manager director. No cause of death was given.

At Jefferies, Flynn focused on public finance and infrastructure finance and worked on financing strategies with a large number of substantial public and private sector issuers.

“Ned was a true partner and team player in every sense and he embodied the best of Jefferies’ culture, demonstrating creativity, commitment and dedication to his clients,” Kym Arnone and Neil Flanagan, joint heads of municipal finance at Jefferies, said in a statement. “In his 30-plus year successful career, Ned commanded respect from clients and colleagues alike. For over two decades, Ned was actively involved with the Municipal Forum as both a past President and longtime Board Member and an ardent supporter of the Urban Leadership Fellows program serving on several of its committees. Ned will be sorely missed by his wife and sons and his Jefferies family.”

During his time as Jefferies, he worked on transactions for large state agencies and local government in New York and nationally, including water and sewer bonds and tobacco bonds. He received his Bachelor of Arts degree from Georgetown University in 1979, where he majored in American Government.

“Ned Flynn was a banker’s banker — principled, creative, wise and professional. He was highly respected by clients and competitors alike, and was a good friend to many, many people in the public finance community,” said Bruce Van Dusen, partner, Hawkins Delafield & Wood LLP. “He contributed significantly to the municipal bond industry and to the financing of our nation’s infrastructure. Ned was committed to creating opportunities for young people, as illustrated by his long service on the Board of Futures and Options, and by his work with the Urban Leadership Fellows Committee of the Municipal Forum of New York. We at Hawkins admired Ned greatly and will miss him sorely.”

Flynn was a member of the board of governors of the Municipal Forum of New York, where he served as a member of the muni forum for over 16 years and on its board of governors for six years. He served as president of the board in 2012.

Alan Anders, deputy director for finance at New York City's Office of Management and Budget, has been with the NYC OMB for over 25 years and worked with Flynn on various transactions.

“Ned was always level-headed, thorough and reliable. What was most important to us was that he was very credible in the industry,” Anders said. “He always carried out difficult assignments to successful completion, while adding some needed humor and comic relief along the way, no matter the pressure of the situation.”

Flynn co-chaired the Urban Leadership Fellows Committee for three years and has actively sought to increase membership and sponsorship for internships as co-chair of the ULF Committee. Sponsorship of interns by members of the Forum has almost doubled in the last three years due to the highly collaborative efforts of board members and members of the ULF Committee.

“It’s such a loss for the bond community and for everyone who knew Ned personally,” said Carol Kostik, deputy comptroller for public finance, Office of New York City Comptroller Scott M. Stringer. “Ned was an outstanding banker and more importantly, a wonderful person. He brought intelligence, thoughtfulness, integrity and a sense of humor to every interaction, whether it was a deal for the city, the Municipal Forum's internship program, or helping me think through a problem. Ned was deeply committed to well-being of the city and to providing opportunities to our young people. I will miss him very much.”

According to his LinkedIn profile, before joining Jefferies, Flynn was a managing director for First Albany Capital for more than 20 years and before that, was first vice president, heading the Northeast region at EF Hutton for eight years.
