A second ballot measure to limit eminent domain powers has qualified for California’s June ballot, the secretary of state’s office announced Wednesday.

The new measure, backed by officials from city governments and redevelopment agencies, would prevent the use of eminent domain to seize an owner-occupied home to transfer to a private party.

It was drafted to counter a much broader limit on eminent domain, which qualified last week for the June ballot. That measure, backed by the Howard Jarvis Taxpayers Association and the California Farm Bureau, would bar state and local governments from condemning private property for private uses, and also prohibit rent control.

If both measures pass, the one with the most votes will take effect.
