Leslie Carey Joins MSRB, Will Work on EMMA

WASHINGTON - Bond attorney Leslie Carey has joined the Municipal Securities Rulemaking Board as its associate general counsel and will work on the ongoing development of the board's central disclosure repository, the Electronic Municipal Market Access system, the MSRB announced yesterday.

Carey has 10 years of municipal bond experience and most recently served as senior counsel at the law firm of Shefsky & Froelich in Chicago, where she represented municipal issuers, borrowers, and underwriters in financings from 2006 to 2008.

She was associate general counsel at the District of Colombia Housing Finance Agency from 2002 to 2005 and provided counsel to the agency on its bond financings.

"Leslie's background makes her a great fit for a role on our legal team," said Lynnette Hotchkiss, the board's executive director. "She knows the muni bond market well and has experience working with all types of market participants."

Carey received her bachelor's degree in political science and her law degree from the University of Illinois at Urbana-Champaign.
