The Municipal Securities Rulemaking Board (MSRB) seeks a Deputy General Counsel to support the General Counsel in overseeing and executing the development of the MSRB’s rules and regulatory guidance. The Deputy General Counsel will be responsible for supervising a professional staff of attorneys as well as managing the day-to-day operations of the Department work and timelines.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • In coordination with the Deputy Executive Director and General Counsel, has responsibility for managing and overseeing the MSRB’s day-to-day rulemaking and implementation activities
  • Supervises professional staff of attorneys, paralegals and others; manages the day-to-day operations of the Department, workflow and deliverables; assigns staff responsibilities; and ensures staff receive appropriate feedback and guidance to develop and grow professionally
  • Prepares and supervises the preparation of policy memoranda to the MSRB’s Board of Directors, Committees and Working Groups, and presents such materials
  • Prepares and supervises the preparation of MSRB’s responses to comments and rule filings with the SEC
  • Identifies, prepares and directs staff attorneys in the development of compliance resources for regulated entities
  • Represents the MSRB in presentations to industry trade associations and other outside groups
  • Participates in broker-dealer and municipal advisor outreach and compliance events
  • Responds, prepares and supervises responses to requests for interpretive guidance
  • Oversees development and maintenance of Market Regulation policies and procedures
  • Provides input and guidance to the Deputy Executive Director and General Counsel on programs, projects, and policies related to the regulation of the municipal market
  • Other responsibilities as assigned by the Deputy Executive Director and General Counsel

QUALIFICATIONS:

· Law degree plus 15 years of directly relevant legal experience in the securities industry, at a national law firm and/or a regulated organization
· In-depth knowledge of the municipal securities market, securities laws, MSRB rules and self-regulatory organization rulemaking
· Outstanding written and oral communication skills, and experience with public speaking to both small and large audiences
· Extensive experience dealing with brokers, dealers, banks and municipal advisors and other municipal market participants
· Demonstrated success in strong people management, and in managing numerous activities and initiatives simultaneously
