Tracy S. Borda is Chief Financial Officer for Philadelphia International Airport and Northeast Philadelphia Airport. She provides financial leadership and oversight of key financial operating functions and supports the achievement of the Airport’s financial goals and strategic initiatives. She is responsible for planning, implementing, managing all financial-related activities including accounting, finance, budget & forecasting, airline rates and charges, capital program funding, debt and investments, grant management, purchasing and contract administration, audit, and materials management. She develops the Airport’s financial policies and maintains key relationships with regulatory agencies, advocacy groups and trade associations.

Tracy joined Philadelphia Airport System in 1995 to oversee the Internal Audit Unit and has held various positions of increasing responsibility including Deputy Director of Aviation, Finance & Administration and Assistant Director of Aviation.

Tracy holds a B.S. in Finance from the Pennsylvania State University and an MBA from Temple University. She is a Certified Member with the Association of American Airport Executives (AAAE). She is also certified public accountant (CPA) in the Commonwealth of Pennsylvania and a member of the Finance Steering Committee for Airports Council International - North America, the American Institute of Certified Public Accountants, and the Government Financial Officers Association.
