Musical Chairs in IRS Tax-Exempt Bond Office

WASHINGTON — The Internal Revenue Service's tax-exempt bond office has had several key personnel changes in recent weeks.

The leadership has changed for each of TEB's two programs: field operations, which handles audits, and compliance and program management, which handles the voluntary closing agreement program and other matters.

TEB director Rebecca Harrigal confirmed the personnel moves on Friday and said the most recent ones were a domino effect from field operations manager Allyson Belsome moving to a temporary position in the IRS' exempt organizations division.

Belsome is serving as an area manager for the Great Lakes region at exempt organizations, which deals with charities, foundations and other entities that are not required to pay federal income tax.

Bob Griffo is now acting senior manager of field operations, Harrigal said. He previously served as senior manager for CPM on a temporary basis after Steve Chamberlin left last fall to a temporary position in the employee plans office, which deals with retirement plans.

Employee plans, TEB and exempt organizations are all part of the IRS' tax exempt and government entities division, which is led by Sunita Lough. She and Harrigal were both appointed to their current jobs last year.

With Griffo moving to the field operations position, Karen Skinder has become acting senior manager for CPM. Skinder was in the IRS appeals office, and before that, worked in TEB.

Prior to serving as the acting head of CPM, Griffo was a group manager for the program. That job has been reassigned to Tanya Kryah, a group manager in field operations. George Gurrola is moving from CPM to field operations to replace Kryah for a short period of time.
