Wisconsin Looking to Fill Two Public Finance Posts

CHICAGO - Wisconsin's capital finance office is seeking applicants to fill two spots on its team charged with managing state borrowing programs.

The two vacant positions include one in debt management and one aiding in the management of the state's environmental improvement fund. The capital finance office, led by Kevin Taylor, falls under the state's Department of Administration.

The deadline to apply for the full-time positions is March 4. The location is the state capital of Madison.

The debt management position falls under the direction of assistant capital finance director David Erdman. The position's duties include the preparing documentation for the general obligation and revenue bonds, administration of the master lease program, monitoring of outstanding bond issues to ensure compliance with legal requirements and other bond compliance activities.

Other duties include assisting in policy development and communication with state agencies, the legislature, and the investment banking community.

The environmental improvement fund vacancy falls under the general director of the Finance Programs Administrator, working extensively with cities and other local units of government and their consultants and advisors on the documentation and coordination of loans, the loan portfolio, and loan disbursements.

The position calls for coordination of investment analysis and asset management for the multi-billion dollar Environmental Improvement Fund. Duties include work on the sale and issuance of taxable and tax-exempt clean water fund revenue bonds.

"These positions require a working knowledge of: public finance; the tax-exempt bond market; investment decision-making processes; the credit evaluation process; and municipal credit issues," the job notice says.
