Quinn, Nguyen Join R.I. Treasury

Rhode Island General Treasurer Seth Magaziner chose Francis Quinn as the state's first debt manager, and Tim Nguyen as the state pension system's interim chief investment officer.

Quinn most recently was as a principal for Williams Capital Group LP in New York, where he managed the firm's public finance investment banking relationships in Rhode Island, Massachusetts, New Jersey, Ohio, Texas and Wisconsin. He also co-managed the firm's relationship with the California state treasurer's office. He previously was managing director and manager of public finance for Gardner Rich LLC and for Bear, Stearns & Co.

State lawmakers earlier this year passed legislation to fund the new position to strengthen public debt oversight.

Nguyen is the former chief investment officer of the University of Connecticut's endowment, and is an adjunct finance professor at Brown University. Current CIO Anne-Marie Fink will start a private-sector job on July 14.
