Pope Zeigler Becomes Pope Flynn as a Founder Departs

BRADENTON, Fla. — South Carolina-based Pope Zeigler, a boutique public finance and governmental law firm, has changed its corporate name to Pope Flynn LLC.

The name change was announced Monday and reflects the departure of Belton Zeigler, who founded the firm with Margaret Pope eight years ago.

"Belton's vision and courage in that decision helped us build the platform necessary to achieve my goal of establishing a nationally recognized public finance practice," Pope said.

The firm has grown from three attorneys in one location to nine attorneys in three offices, she added.

"Belton can now focus on his energy and regulatory practice, and he has chosen a law firm with the platform and resources to support him in those fields," said Pope. "We wish him great success in his endeavors and look forward to opportunities to collaborate with him in the future."

Ziegler is now a partner at Womble Carlyle Sandridge & Rice LLP in Columbia, S.C.

Pope Flynn will be led by a three-member management committee comprised of Joe Lucas, Matt Davis and Lawrence Flynn.

Lucas, the managing member, has more than 25 years of experience in public and development finance, representing cities and counties, banks and underwriters, hospitals, colleges and universities, secondary schools, and non-profit organizations.

Lucas has been in The Best Lawyers in America for Public Finance Law every year since 2005, and received recognition this year from Best Lawyers as Lawyer of the Year in Public Finance Law in Charlotte, N.C.

Davis has 15 years of experience in public finance as bond counsel and counsel to underwriters and banks, with a focus on K-12 education, higher education, general governmental and land-based transactions.

Flynn has eight years of experience in public finance, serving as bond counsel and counsel to underwriters and banks on transactions for municipal, school, and special purpose districts in South Carolina. He also serves as general counsel to several municipalities.
