Pennsylvania Auditor to Probe Pittsburgh Water and Sewer

Pennsylvania Auditor General Eugene DePasquale has ordered a performance audit of the Pittsburgh Water and Sewer Authority, citing governance-related problems for city residents and businesses.

"The trust and confidence of city residents has been eroded by a series of problems originating with the Pittsburgh Water and Sewer Authority," DePasquale, a former state representative from the city, said during a news conference at which city Controller Michael Lamb released a performance audit of the authority.

Chlorination worries triggered a boil-water advisory in January.

Lamb said his audit revealed a leadership failure.

The authority's board and Mayor Bill Peduto sought DePasquale's input.

DePasquale's staff will try to determine if the PWSA's governance structure and decision-making process are adequate to provide effective oversight. The review, he said, will cover Jan. 1, 2014 through audit completion, which he expects later this year.

Board chairman Alex Thomson said authority leadership is reviewing Lamb's findings, will cooperate with DePasquale and "will implement all appropriate actions for improvement."
