NYC Agency Performance Mostly Improved, Mayor's Report Says

New York Mayor Bill de Blasio's administration released a positive report detailing city agency performance in fiscal 2016.

The Mayor's Management Report, released Monday, used over 2,000 indicators from New York City agencies to show the city's performance in providing different services to its residents.

The report found that from July 1, 2015 to June 30, 59% of all indicators showed an improved or stable performance compared to 57% in fiscal 2015 and 56% in 2014. For critical indicators, key measures of agency performance, 56% show improved or stable performance in fiscal 2016 versus 56% in 2015 and 55% in 2014.

"From increases in the number of IDNYC cards and graduation rates, to decreases in murders and emergency response times, we're seeing improvements across the board in key areas," de Blasio said in a statement. "This MMR highlights all of the hard work we've done to lift up all New Yorkers and make this city a stronger and more equitable place to live."

Statistics from the New York Police Department show that murder and non-negligent manslaughter dropped 2% to 341 from 348 while murder related to domestic violence decreased 13.1% to 53 from 61; major felony crimes in schools declined 13.4% to 532 from 614 while other criminal activity in schools decreased 2.9% to 2,219 from 2,286; burglaries across the city decreased 8.6% to 14,463 from 15,828.

Meanwhile, the average response time by the NYPD fell 23 seconds to 10:35 from 10:58 for all crimes in progress; by 20 seconds to 7:09 from 7:29 for critical crimes in progress; and by 14 seconds to 9:24 from 9:38 for serious crimes in progress.

The New York Fire Department's response time declined one second to 8:17 from 8:18 for life-threatening medical emergencies by both ambulance and fire units and by 4 seconds to 9:09 from 9:13 by ambulance units. Structural fire response time decreased 1.0% to 26,922 from 27,189.

The watchdog Citizens Budget Commission weighed in on Monday, saying that performance across the board was uneven.

"It's a mixed bag," said CBC Vice President Maria Doulis, upon a preliminary reading of the report. "We're seeing improvement in some areas, and seeing some declines in other areas."

For the Department of Housing Preservation and Development, affordable units completed under Housing NY jumped 395% to 10,292 from 2,079 while affordable units completed rose 82.1% to 18,442 from 10,128.

Meanwhile, the New York City Housing Authority reported that applications placed through Section 8 vouchers increased 91.3% to 1,706 from 892 and resident job placements increased 30.1% to 1,410 from 1,084.

"The MMR is a vital instrument of public accountability, transparency, and data-driven performance management, and we're proud of its evolution under Mayor de Blasio's leadership," Mindy Tarlow, Director of the Mayor's Office of Operations, said in a statement.
